In the morph from cp67 to vm370, the meaning of "CMS" was changed to Conversational Monitor System. There were quite a bit of code rewrite for the vm370 virtual machine kernel ... but significantly less changes were done for CMS. CMS did have a body of code that emulated os-360 functions ... that allowed running a number of buttemblers and compilers from os-360. In the early MVS time-frame ... this os-360 emulation code totaled approx. 64kbytes and there were factious references to the cms 64kbyte os-360 emulation was almost as good as the mvs 8mbyte os-360 emulation.

Later versions of cms expanded the cms os-360 emulation support ... providing significantly greater compatibility with the mvs environment.

the cms help page you reference is copyrighted 1990, 2003.

however, my cms (hardcopy) manuals from early 70s (both program logic manual and user's guide) don't list VER.

I remember VER being part of (os-360) superzap for applying (PTF and other) patches to os-360 executables .... you would have superzap file and DD statements would reference input source. in some sense superzap served something was a hex editor ... except in the edit syntax ... you would have a specific record and change specific input string to specific output string.
