While the foundation technology has changed, the overall principles of hobby computers remain the same. Audiophiles had to change from tube amps to transistor and then to IC, and from vinyl records to CDs. It was different, but they still could twiddle with things and components and accessories. Likewise, computer geeks can tinker with hardware, add peripherals, or tinker with the operating system and software. I understand Linux is very popular to experiment with. Indeed, it's cheaper today since one can buy used machines for next to nothing.
First, I think there is a lot new with the hardware. Second, why does something have to be "new" in order to tinker with it? Plenty of hobbyists tinker with old stuff.

My old 8086 programs run fine on new machines, just a heck of a lot faster. If you had a program to directly check registers and interrupts, won't that still work as before?

They definitely have a different, more friendly feel to them than discussions on Usenet, for example. Back in... First, I think you're over-romanticizing the old BBS's, even "well run" ones. Second, having a global base can add a lot. For example, I've participated in many discussions about local events with someone from New Zealand who happened to be very familiar with my city. I get useful feedback from someone from California, something I'd never get on a local BBS. The flip side is that it can add a lot of trolls, too.
