And the US and UK governments mandated OSI networking as a procurement standard. In the UK, this was further supported by its adoption by the academic networking community. TCP-IP came as an add-on to JANET at first, only accessible via gateways.

At no point have I claimed that the telcos were not supportive of (arguably, insistent on) OSI networking. Nor would I make such an absurd claim.

OK, if you want to argue chicken and egg then please do. The fact of the matter is that until the mid-1990s, in the telco and government communities in the UK, OSI networking was it, in a mutually supportive environment between telcos, government and academia. That gave a window of opportunity to small companies offering TCP-IP networking.

Which is more or less what I said in my original post, and is all that I wanted to say (something that would be negated if your suggestion concerning my suggestion were correct). If you want to pick nits with things that I have not said then please go ahead and argue with yourself. I shall watch with amusement and poke fun every now and then.
