OK, let us look at the "axis of evil", and look at why they happened.

North Korea is cheifly China's making, backing a loony party to take a strangehold in the aftermath of WW2 and Japanese atrocities.. They will last as long as the Honecker regime did without external backing. Be very wary of becoming part of that backing if they aquire nukes. China may yet get cold feet.

Burma is similar to North Korea, but nowhere as apt to exploit the situation.

Iran's noisy students and clerics proved a lot more apt than the CIA or the Shah could imagine in their wildest dreams. Without the large power there(US, or earlier, Britain) they filled the power vacuum in their sector of the Great Gaem; but made a whole lot of nasty moves as well. Kadre dicipline and rampant ideology.

Cambodia under Khmer Rouge was another fill of a power vacuum. French extremist student politics played out for real, with the ghastly consequences. The vacuum was made by a century of mishandling the part of the world called "indochina" then.

Libya was a forgotten little kingdom next to the bloodbath of the French-Algerian war, which was far worse than any Vietnam. Noone paid much notics to the junior officers that took control before started making links to persons. I still have a feeling this was just a power trip, and not a real challenge.

The militia that kicked out the Mafia from their wholly owned subsidiary, Cuba, proved to be commie hardliners with amazing kadre dicipline and military support from the ruskies.

Except for Libya I don't see a point where mess prevention could have worked without mbuttive military efforts.

Some parts of Europe work on a consbreastutional base, just like the US; and there treaties have the force of law once sanctioned. For two of these countries to make a treaty would be equivalent to new, mutually binding, legislation in both countries. This is the foundation for the EU, the internal market, the Euro and the CAP. For real, consbreastutional powers a treaty is a real, dependable answer.

The problem arrives when a rouge partner appears, that treat laws just like a sheet of paper. Gentleman politicians have never been able to handle such rouges. Real politicians and generals are needed for those occasions.
