If you try to formally analyze it you get into even worse lapses in symmetry and logic than to try to ditto analyze the government on the islands of Great Britain, Ireland and neraby smaller islands.

The EU has had some stellar successes; but all of these happen when the EU mostly works by diplomacy and get the consbreastuent governments to act in consort. The absense of large wars in Europe; the free trade area and the internal market; the Euro; and the EC standardization process and the Schengen common borders. These remain standalone insbreastutions. Also, a large synchronization of european law has taken place, but it it still a far cry from being a full, uniform "lex eu".

The main problem is that the EU does not know to let well enough alone; and their very meddling tend to hollow out the successes. There is an incessant drive from the top at "depth"; wanting to deepen the involvement from the EU into matters it regulates, but the member states govern. Instead they should focus on "width", to extend the reach of the existing successes, and to make new "diplomat-style" efforts. Absorbing new entrants like Cyprus, Turkey, Georgia and lots of other baltic states will require a huge effort. If the current generation can do that they can stand proud for their efforts; as they will have made a market more than twice as big as NAFTA.

But in terms of government it would be advantagous if the french could dig up some of their famed logic.
