They are more conventions and netiquette than rules. 1st and foremost is not to fill any individual group, but that's hard to do with text, less so with binaries (see alt.* group below). Any given ISP may enforce rules, but the net doesn't. Still it does not to do pee off net admins.

Excepting hosts which archive posts, most posts (articles) have a short expiration time. That's influenced by traffic volume. The more volume, the less expire time. That upsets people. The so called issue of acceptable use really depends as Usenet (net.news) is a voluntary protocol. Al Gore (he really said this) said: the net (as in Internet) shall pay for itself this was the DOE addition. No one has to accept news on their host. It's the lowest priority protocol there is. If something falls off the table: tough. Can you post ads? Subject to your ISPs, you may or may not post advertising. So find more liberals ones. The smart thing to do if you do so is keep them short and small. Pointers are better than big ads. Alt.* groups in particular were set up by John Gilmore for the maximum of free speech. Even if it's commercial. Still you want to avoid peeing off the locals too much. --
