Yes, it can. Opening a window can be counterproductive since it will most likely throw the HVAC system out of balance. Large buildings are too complicated to just willy-nilly open windows. Heat (and AC) are often just distributed at the periphery (where the losses are) with the returns towards the center. Opening the windows totally screws up the flow.

Ok, "they" == government regulators. The regulations for air quality were to have a 100% exchange. IIRC that dropped to 25% (perhaps less) in the '70s when fuel prices spiked.

Yes, this was made worse by reducing the air exchange to save fuel (rumor has it that pilots were paid a bonus for fuel conservation). Do you want to open a window on the airplane too? ;-)

ANyone using such solvents in a closed area with unprotected people present is blatantly (if not criminally) stupid.

No difference that I can see. The newer ones (well a lot older than 5 years) are brick veneer but under that is the same steel and concrete. The walls are all teh same, except cubes have sorta taken over offices in new (re)construction.

The new malls and WallyWorld sorts of places look the same to me as similar construction from 30 years back, though perhaps they have exposed ceilings and plumbing rather than a layer of "acoustic tile".

OTOH, houses are often extremely cheaply made anymore. There is immense pressure to cut corners there. I just found *another* exterior door that was held on by just the nails and staples in the brick-mold. My house was built 20 years ago, not last week
