It's likely OSB and if so isn't all that bad. Particle board has no use in construction. I don't think it's even allowed.

One row of houses I watched being build in P'ok had no exterior sheathing. They stapled insulation foam to the studs and put the vinyl siding on that. Anyone with a box cutter could walk right in through the wall. They were going for big bux at the time (the big bux - low interest was a scam).
