Cooling and then heating is a very effective way of drying the air. It is used in all large, commercial plants for pressurised air.

You need not necessarily spend all that much energy on this if you use heat exchangers right; but that would probably be UnAmerican.

By drying office air effectively you get rid of a lot of irritants and disease vectors. Most germs leave together with the moisture.

You cannot do this on a pressurised cabin. The air comes from bleed pressure from the engines. The problem isn't having more air, there is lots almost for free from the engines, but it must be heated to be comfortably breathed.

There is no such "guvinmint reg". AC technicians are a special breed of "we always did it this way": Builders of green buildings have a constant war with these, and it is normal to have them tear down stuff that was built "Like we always did", not as specified in contract.

If you even suspect bad (=contagioned) air you must abandon the place at once, and shut down all vents if you can.

I had this problem at a PPOE once, solvents from builders that got in the ventilation. Called fire station for advice, and they immediatly evacuated the whole block, and detained the builders.

Such procedures are , if anything, stricter in the US.

Around here building is done like crazy; and the regulators and building inspectors are getting a run for their salaries.
