There is a huge difference between incumbent royalty and nobility. Nobility are just "alpha dudes" that has gotten their offspring settled in a cosy environment. House of Lords etc. Their loyalty is always to themselves. Money brought out of state coffers are often to their benefit. Royalty, on the other hand, have a state to handle. They have to defend it in wars, uphold laws, look nice on coins, and keep the kingdom united. They usually have a constant urge to reinforce the state and it's monies. They have a lot more common interests with the productive workers in their state than they have with nobility. The Roman society was a lot more mobile in reality than on paper. Soldiering and trade were methods for the plebs to make a fortune and a peerage for their heirs. Russia had an internal momentum that went to punish everyone that tried to reform it.
