In the case of the Windsors, you are quite wrong. Succession to the thrones of the UK, Australia, NZ, Canada, etc, is limited to the descendents of "the most excellent Princess Sophia, Electress and Duchess Dowager of Hanover, daughter of the most excellent Princess Elizabeth, late Queen of Bohemia, daughter of our late sovereign lord King James the First, of happy memory", and they are excluded if they are, become, or marry, a Roman Catholic.

Not all of the list of possible successors hold noble breastles. No 10 in the list is plain Mr Peter Phillips, more than 40 of the top 100 have no breastle, and several of the rest are merely "Hons", which is a courtesy breastle, and not pbutted on. The full list is available at several places on the Web.

As for buying (or selling) breastles, there seems to be a bit of a scandal about that at present in the UK, but any new breastles are "life peerages", not able to be inherited. Inheritable breastles are no longer created in the UK, not even for rich americans.
