The federal rules should be limited to setting standards; i.e. minimum requirements for what students are to learn, and uniform grade scales based on that.

Science would be a requirement in that standard. However, if some state wanted to have a critique of some science they could add that, as long as it didn't interfere too much with students actually learning the science.

Let us rewind a few hundred years. The federal US is designed to execute defense, regulate external relations, and be an arbiter between the states. This can reasonably be extended to administering the currency and capital markets; and running libraries and standards bodies. However, the loophole about the "interstate commerce" clause which 70% of the current, federal US has been squeezed through should be tightened substantially.

What the federal government is doing collecting taxes through the IRS is beyond my comprehension. The IRS is the first candidate for dismemberment. OK, I would possibly retain a library and a few courts for interstate arbitration.

This is where the "euroscheptics" are looking to the US with fear. We do not want to give the EU taxation powers over citizens. This was a core point for Thomas Jefferson too. Also, we don't want an independent INS. We want states to have control over who can become a citizen.

Normal rates for administering Debt Relief are around 15% for the emergency part, and 7-10% for more routine stuff. It seems the rate here was around 300%.

The only objections I have to using another currency are control and seniority. As long as you can keep in control of the currency, and parttake in the seniority effect using a common currency is an advantage. After all, having a common currency is an imporant part of capitalism.
