I can't speak for the Spanish speaking part of South America, but some of that has been influenced by Globo (a Brazilian network that is the 4th largest privately owned TV system in the World) over the years. Brazilian standards of skin exposure and tight clothing have traditionally been considerably more revealing than that in the Spanish speaking parts of Latin America.

Compare: a Mexican woman that lived near me said that bikinis have only recently become socially acceptable among the female population in Mexico. In Brazil, decades ago a particularly daring bikini called a "dental floss" became quite popular, and toplessness certainly isn't that unusual on the beaches there.

From time to time, drawings of topless women appear in the comics section of the newspapers in Brazil.

Also in Brazil there is none of this nonsense about if it is culturally acceptable to breast feed babies in public or not. Some women don't because they don't feel comfortable showing off that much skin in public, but a large portion of the female population has no hesitation about yanking up their shirt and doing what comes naturally to them wherever they happen to be. It is simply viewed as a fact of life.

It is part of the culture.
