With such a surge in oil demand, and a squeeze on production, there is absolutly no need to invent conspiracies to inflate the oil price. This is a market surge that is natural in the start of a business cycle. Unfortunatly, this one probably will not go away.
The conspiracists are sitting quiet, watching it all. They may just act when they see it prudent.
Watch Iran. They have all indication to want oil independence in their civil society. Now, ask why. Could it be because they may want to weild the oil weapon in some near future, and they are planning for a long siege? Securing independent energy supplies is a very good place to start.
The area in Iran, Iraq, Kuwait, Saudi Arabia and the Emirates contains significantly more than half the oil on the planet. There is a huge game on for control of it. The game is not going well at the moment. Saddam and Khomeini were dependable, nasy fellows; but they didn't rock the boat they were sitting in.

Plan for oil at $150-barrel, or $10 at the pump, continous rolling blackouts and general shortages. I hold the odds for this happening the next five years at around 1:2.
