You are in luck with your climate (unless you're trying to grow crops and except for the 100 F days.) Sealing the slab surface with epoxy paint or equivalent is necessary. After that a single 65 pint-day dehumidifier should suffice (and one in the document storage location also. The simplest (and least expensive) dehumidifier is free standing, and can be set anywhere, the electrical power requirement is in the hundreds of watts range, so no special wiring is necessary. The target humidity can be set, and if you plumb a simple drain, the operation is entirely automatic.

Are overhead paddle fans used in your area? I'd think they would be ideal in dry, hot summers.
