I did find one *fairly* high-resolution picture on the Internet of a PDP-15 that was taken from quite an oblique angle, and which enabled me to read many of the legends on the lights.

Comparing that to the picture of the XVM panel, though, several lights are in different positions.

On the 15, as far as I can see:

... of course, the text of the manual fills in the details, but right away there is an obvious difference; the DCH-ACTIVE light is not the one on the left.

So, for example, the major states are FETCH INC DEFER EAE EXEC, and that presumably applies to the 15.
