Only if you had to have each binary on the system to be able to run on every CPU in that system. A part of the monitor's scheduler in a hetero system would be to schedule binaries to run on the CPU they were built for. The biz is getting to the point where either everybody has the same CPU architecture or a part of an EXE's profile will have to be the gear and OS it's built to run under.

People have solved this problem with the advent of interpreters but this defeats the methods used to make money when companies restrict source distribution.

I always have envisioned a global network facility that could take any user job that had a requirement for a million CPU-hours well, back then I thought I was exaggerating and return the results to the user when done. Imagine the efficiency improvements in research if scientists and their ilk didn't have to wrestle with computation glitches.
