Interesting. My mom hung them outside. Other than the occasional birdstrike, they were fine. I would think the "scratchiness" has more to do with...
Once a slight ionic content is established, it no longer corrodes the glbutt. Absolutely pure water would be extremely difficult to obtain, but this is a silly objection within the context of this thread.
The point is that distilled water with a degree of purity more than adequate for most purposes is readily and cheaply available, and it's usually packaged in polyethylene or some similar plastic.
It is desirable to use distilled water of ordinary purity in car batteries because large amounts of ionic impurities such as calcium interfere with the chemistry and may produce precipitates which insulate the electrode surfaces. It is also desirable to use distilled water in the cooling system to reduce formation of sludge and corrosion.
Water for specific purposes such as compounding injectable drugs or use in analytic, laboratory or manufacturing processes might have other constraints requiring removal of specific ions or contaminants such as organics and biologicals.
With respect to gases, there are lots of marketing issues. Most quality industrial gases are likely just as pure as medical gases, they just aren't certified for human use. In some cases, however, such as nitrous oxide, adulterants may be deliberately added to discourage use as an inhalant.
The whole US medical prescription system is largely a scam designed to line the pockets of physicians and pharmaceutical companies, not to protect the public.
