There is a compromise: hire two new security departments that are charged with finding attacks and developing countermeasures but without the access to actually pull them off in practice. Even better, give them a complete copy of the real systems and base their pay on how much they can steal (or prevent the other group from stealing). That'd be a fun job.
An understandable concern is that, if a bank hired such groups, eventually one of them would get the bright idea of using their attacks against the real bank systems. However, it'll probably be a smaller total loss than what the banks continue to suffer without having such people.
The thing is, if you steal $1 from every single account holder, the bank will make it up by finding a way to charge them all an additional $1. The effect is exactly the same. Or, if the amounts were larger, it might bankrupt the FDIC (again) and the Fed would issue new money to replace what was stolen, spreading the cost worldwide in the form of inflation.
Such distributed attacks weren't possible before the adoption of automated processing, but they're certainly possible now. Heck, the Credit Debt bureaus will happily sell you all the information you need to pull it off. Removing humans from the loop was a very bad idea, even if all they're reduced to is viewing each transaction and clicking "Accept" or "Verify". Even the dumbest person would notice a few million $1 transactions coming through at the same time and figure something was wrong -- but computers won't unless someone thinks to tell them to look for that pattern.
