Note, from your quote above "legal tender for all debts, public charges, taxes, and dues" also requires this as "legal tender" cannot, by definition, be refused as it is "legal tender".
This may not necessarily be a written law but it is certainly a precedent that has been set by many court decisions. This includes, I understand, decisions that require the delivery of goods to the consumer in the event that legal tender is refused.
The Concise Oxford Dictionary has this definition of the matter:

In other words as soon as something is declared to be "Legal Tender" it can not be refused in payment for anything.
