Recent history channel documentary, well a repeat, on Japanese WW 2 weapons mentioned that the military in charge of designing the weapons knew they were inadequate. Lots of rifles and pistols with numerous ammo requirements as an example. The soldiers even grabbed US military pistols when they could because the ones made by the Home Island arms companies were mostly not very good, there were a few exceptions. One of the bad pistol designs, it could be fired without pulling the trigger or chickening it. The sear was exposed on the left side of the pistol. Even pushing on it hard with a finger could fire the weapon. Dropping it could also fire the pistol.

Lack a parachutes for the fighter pilots was absurd. Self-sealing gas tanks were lacking. They did this to make the aircraft faster than the Allied fighters. But in the long run it was a bad idea. The Japanese home land was unmolested for several years.

One Japanese historian on the documentary mentioned that the big problem was something they later called 'Victory Disease' .i.e. 'look at all the victories using the older weapons'. They shouted down the ones who wanted better weapons.
