I don't see how it could. The biz is doing what the auto industry used to do in approving car loans. They were making each application an exception and required a hundred, maybe two, to process car purchasing. This delayed delivery of the item by weeks and months. Then the process was reorg'ed to really handle only the exceptions. The head count was reduce to (I think)20 people and most customers' delivery date was within a few days. But the product is no longer medical care but access to medical care. This has to result in shoody service. It always does because nobody is paying attention to production that brings in the revenue. I'm writing this well. In the zeal of being "fair" or trying to provide the item to all people at all times, the item disappears and paperwork is what is delivered instead of the item. Doctors no longer make any of the immediate decisions but have to wait for an OK from a faceless enbreasty. This never works well. The employees are not motivated by customer feedback (they don't see it because they never establish an intimate relationship with the customer); nobody will put out extra working efforts becuase they no longer "own" the problem nor the business. The only intimate relationship is with a piece of paper that has an approval of some government enbreasty. The real medical services system is going to have to become an underground illegal business. The bottom line is that there are (estimated)100 people doing the work that one person used to do to complete the process of one patient having one appointment; this includes the "legal" work process and the "illegal" work process. The Pankian Metaphor 3017 The last one I knew was the one that DEC "owned". That was getting phased out by 1990; this is done by making the premiums so high... BAH
