Why travel to a group of people who have nothing to offer and aren't interested in what you have. It's waste of time, energy and resources. This is also buttuming that 100% of the human beings within that stagnant place are content to not learn and be bored forever. Most places, who don't like antsy people around, kill them off. Fortunately, humans are greedy and is the check and balance of the need to keep things the same. I'm trying to ferret out how governments, and societies, work; more specifically I'm trying to figure out the actual tasks involved. The Pankian Metaphor 3061 so true randomness may be hard to achieve ... all it has to be is practically random ... and in the case of something like page replacement algorithm ... have sufficiently random... But not investing in self-protection is part of the failure. The only way it can work is to contract out the work involved for protection. The Romans did this and, I think, was a great part of the end of that Empire. The Ottomans also did this and was also a part of the end of that Empire. It is the people who do the actual work that will breed the next empire's rulers. They may not have the crown and pomp but they will have the power. BAH
