Then there is a huge leap of logic because the rest of a speech sounds like this even never happened. What they are doing is getting the listener to first accept that the speaker is addressing 9-11 problems. Then the rest of the speech is about doing stuff that completely contradicts the acceptance. However, by the time the listener hears this contradiction, he is already primed to accept that the main speech does apply to working on this danger. It does not.
