Its nothing new. Bloody handed mbutt-liquidateers have existed throughout time in all cultures, its a management problem. To handle it you have to be smart and disciplined and honest and you mustn't alienate your allies who have as much to lose as you. So far Dubya has monumentally failed on these points- demonstrating the exquisite timing of the 9-11 attack. Dubya & Co has damaged all the political, financial and legal fabric of this country that I'm sure Bin Laden could have anticipated- all in the name of patriotism which is I guess how it usually works.
If you want to stop terrorism you HAVE to me smarter than them, in addition to blowing up their camps and making it difficult for them to finance their operations. We can do the latter two but we've not managed the former.
