This was two years after 9-11. When did the law pbutt that made machine readable pbuttports a requirement? A guess would be a little bit earlier than October 2003 and the requirement wasn't common knowledge to everybody who traveled. Does no other country require this? Do all these countries still require a single human being with no access to any data base make the decision that a pbuttport and its human can be admitted to the country?
