Short answer : because they lost the first one. In 1919 they were set in a 4-way squeeze between inflationary overhang, reparations, a general, worldwide recession and a dysfuncational political system. Inflationary overhang is the same stuff the US is caught in just now, in effect huge loans that for the time being are financed, but will create significant inflationary pressure when they mature. The reparations were money and goods that had to be produced for free to the victors of WW1. It was a significant burden. The international situation took almost a decade to recover, only to crash spectacularly yet again. Germany mostly missed out on the boom, but caught the bust. The Weimar Republic has entered history as how a well-meant political system can fail spectacularly. A large part of the problem was a total lack of political credibility for all parties.
