Isn't that a problem with all people-based sciences.. The underlying data changes as you measure it, rather like Heisenberg.. difficult to get data and change right.

In our case here, years ago when the housing market was starting to hot up, there were calls for action to slow it down, but the politicians said, privately, "You would have to be brave to do that and take the blame, it'll cool down itself in time.".. Hasn't yet.
