This is on a Windows 98 box? MS didn't invest much in DOS after 6.2. Since that version of Windows depended on DOS for its CLI, it suffered badly, as you're aware. WinNT has much more powerful CLI support.

However, it would have been possible to add LFN support to DOS based utilities. DOS, running on Windows95, had a number of software interface services that were the long file name equivalent of the usual DOS file system API. These were built using a fairly general mechanism microsoft had in place to allow 32-bit code in the VMM layer of the OS to hook into DOS interrupts.
