I suspect that they do not KNOW there is any prior art to look at, rather than them ignoring it intentionally.

At a certain computer company, call it "Brand X", we once had a new clique come in, a VP is hired away from "Brand Y", and he brings his hoard of followers along with him. Suddenly, the Y people start putting all these changes in the plan. We are going to do it the way we were doing at Company Y.

So we say, that plan won't work. The Y's say, of course it will work, it was exactly what we were planning to do before he came here from Company Y. No, the X's say, that plan won't work at all. It's broken. How do *you* know, we are the pros from dover, you are lowly company X employees.

So, we X's sit up a little straighter in our seats and point out that we are all now company X employees, because company X is kicking company Y's butt, or you wouldn't be coming to work here in the first place. More importantly, we know that you plan won't work, because we tried that exact same thing 2 years ago, and it is how we are going to do it instead, because the working prototype is already up and running in the lab that none of you new people have bothered to even set foot in yet.
