There's now talk about increasing that.
I just heard that the fed level is trying to establish a competence grading system. IOW, you can't get past fourth grade if you can't answer the questions. Mbutt. pols (in one of their rare moments of common sense) pbutted a law that people who were applying for teaching certificates had to pbutt a certain test. College grads, who got straight A's in their courses, flunked. They got peeed off and started to demand their money back. The colleges scrambled to put their course schedules back to teaching kids the stuff they needed to learn.
