Newspaper article != truth, for most cases.

According to newspaper! reports, Brazilian police take a liberal view of when to shoot.

Ordinary coppers, AFAIK, are still not armed. Like here, if trouble is expected, they are issued with firearms.

The IRA is a savage, brutal organization. To stop them in their campaigns, greater effort is needed on the part of the police. Getting the police to shoot innocent people, or prosecute them, is one of the aims of these organizations, as it drives a wedge between ordinary people and the police.

No, its not. stopping the planters is.

The Gibraltar affair was a clearly defined group of planters. The IRA still use the affair as propoganda, however.

Which part of what I quoted do you think is untrue? Did the police NOT shoot a guy on the subway...

exactly.

The persons want to drive a wedge between the Muslim-Asiatic-foreign-looking section of the population in UK and the police. Shooting foreign-looking people in the street helps thm in that aim. NOT a good idea.

The idea of having a generally unared police force, as in the UK and Ireland, is to foster good relations between the population and the police. it is, IMHO, a good idea.
