Sure they're developing the rules and infrastructure since we're giving them both and telling them what to do- Or Else. We pull out and it all stops. Guess how many women will be in government positions the day after we leave. Guess how many secular leaders (installed by the US) will be welcomed to their offices for work as usual.

It doesn't matter what the majority of Muslims think or are in favor of. The question is what the religious leaders think and which of them are the most willing to kill off those who oppose them, and what their relationships are with the professional persons. All I'm seeing are more car-plants, kidnappings and propaganda.

Sure you can- all you need are guns & manpower. It doesn't matter what people think when you can point an AK47 in their faces and demand whatever you want. When people get sick of Despot A, then Despot B will show up and the bloody civil war commences until Despot C comes along. Right now Secular Gov't D is held together by the blood and $ of US citizens, it doesn't have much plausible long-term viability because it is being imposed from the outside according to our domestic conventions.
