One of the problems with Linux is that Linus doesn't see that users may need sysroot privileges without being the actual sysroot (I think I've the terminology correct). The file structure design of the PDP-10s eventually got to the point where a person could act like a sysadmin to a few users within the system.

I don't know enough about Unix' design to be able to tell if this is going to be easy or damned hard. If it's against the original underlying philosophy, it may be a big mess.
