As stated above, the manager doing the contract review does not have any real world experience to let him know he's being had by the customer, and there is no requirement for technical-feasibility review. Example: a gas producer with a lot of extremely acid product managed to get a pipeline contract to deliver to treatment plant (owned by pipeline co). When the plant got the provisioning order, they realized the product would push the treatment facilities so close to the limit that any significant reduction of non-acid product coming into the plant could push it over the limit (shutting down the plant and costing $10M to restart). And the plant has no capability to measure the product mix arriving in realtime, just a limiter shutting down the plant after the mix is found to be too acidic to handle. So they do a study to see if they can deal with the problem another way, costing at least the first year's profit. And the study finds it's more expensive than the contract is worth to do anything about the problem. So they put in place a contingency plan to shut down whole sections of the incoming network if the total incoming mix is too acid, costing them transportation and processing business from other producers, costing those producers who can't get their product treated for delivery and sale, perhaps also non-delivery penalties.
