Sorry to be getting back to this so late... My problem with that argument - and this may be a...
I'd agree with all of that except "international" road signs.
Countries have "problems" with foreigners not being able to understand signs. That's not just inconvenient and occasionally amusing but also dangerous in the case of road signs.
UN-ECE standard signs are few. The ideograph isn't necessarily hieroglyphic. It conveys an idea, not a word or phrase. Shape and colours are chosen for uniformity so that a glance is sufficient for the road user to categorise the importance of the sign.

Down here, the government came up with the idea of "multi-skilling" as though it were a new invention. Until the 1940's, workers tended to be multi-send.
The single-send "specialist" culture stems mainly from the USA's need during WWII to train and mobilise a population for war. That "management" approach percolated through the culture when people were demobbed. Managers remembered that people (aka "human resources") were easier to manage if the fitted into a particular pigeon hole.
The most dire impact of that culture is on the education systems which now seem to produce lots of people that are particularly good at precisely one thing.
