Oh, now I get what you need :-). You really want an interpreter, as the computing biz defines it. I've heard good things about IDG (I think that's its name..IDL?). However, it's also extremely expensive. I've heard the developers do a good job maintaining the code and fixing bugs or aspects.

Exactly. And that means that, all of sudden, you're in the compiler development business, which you do not want to do.

The business is just in the beginning throes of allowing the user to do its own fine-tuning at an HLL level and allowing the compiler to "translate" the new arithmetic rules to machine code that will produce the results the user expects.

Note that what a user expects may not be accurate nor correct nor possible with the hardware being used. So a compiler also needs to be able to do real tricky stuff. I don't think the computing biz has begun thinking about that.
