Well, your soil stack must have at least one vent pipe rising vertically through the roof; that's a code requirement. It's there to vent sewer gbuttes and, more importantly, to let air pressure in the DWV (drain waste vent) system equalize and prevent the water in the traps from being suctioned out every time something goes down the drain. When it rains, some rainwater gets in the vent and flows down the stack pipe. That means that in a rainstorm there's already some water flowing down the stack, which in theory could entrain the wastewater from the flush and make the toilet flush more effectively. ISTM that the effect wouldn't be significant, though, except perhaps in a really major downpour (and then air pressure changes from the storm might make even more of a difference - during a storm I can generally see the water in the bowl rise and fall due to pressure shifts). There does seem to be a lot of variation in low-flow toilets. This house has two, both installed by the previous owner - which means they were whatever was not the most expensive model available at one of the big-box home stores that day. One's an American Standard; I can't get in the other bathroom right now to see what the other is. We only get clogs a couple of times a year, with three or four people regularly using them - about the same for what I remember with the five-gallon toilets I grew up with. -- Where should the type information be 237 Eh!
