Actually this is a matter of record now. In a consbreastutional-tax case a while ago the defendant attempted to present an expert on tax law to present testimony on the meaning of the tax code. During the experts qualification, wherein the examiner of the witness has to prove that their expert has the credentials, experience, etc. to form an expert opinion on the subject on which he is to testify, the IRS brougt in the tax code on a pallet jack. They then told the court essentially: "Your honor, this is the tax code. There are no experts on the the tax code because there *cannot* be any exparts on the tax code. It is too big for anyone to understand."
The court ruled that the witness could not testify as an expert, implicitly endorsing the IRS' position that there can't be any experts.
This means that the tax code meets the strict definition of the legal term "void for vagueness" -- it the average person subject to a law can't figure out what the hell it means then it is null and void and has no force agains the persons putatively subject to it.
