When they stopped being helpful. Help desks are things IT management put between USERS and IT Staff to keep work from ending when the PC's hit every desk in the place. As soon as they all became System Managers-Sys Admins-System Programmers the phone calls started. What they needed was Xterminals or some Windowing Graphics tube for business support. The PC's were both a blessing and a curse. For the clued in the staff outside of IT -- they allowed them to play with numbers, do the what if stuff, write basic programs and keep local inventories of things. For the clueless they became virus laden piles of dung, heaps of IT staff hours spent fixing the "self maintained" boxes. Problem is IT brought a lot of it on itself by being less than responsive to the business side. "We should have that info by the end of Q3..." Well shortly after that the LANs started appearing.
