You mentioned "pre-judices", I'm giving you background on my objections to your linguistic usage. Is it their job to ? and then you know where-what the resources are. At DEC, Bell was "improving the process". "if it ain't broke..." minor lecture on drone survival in a bureaucratic environment... Changing a process requires approval-notification up and down the chain and is rarely a "supervised" person's job in the first place. If you see a need for change, a memo to your supervisor (with a cc to personnel) is pretty much all you need to do to start. If no joy and you still feel that itching burning sensation, rinse and repeat one step higher in the organizational chart; if you get to the top and nobody responds, then if you decide to go somewhere else, at least Personnel will give you a glowing recommendation because you've kept them in the loop.
Excepting the case of *huge* organizations it's rare that there's somebody "doing nothing". In some cases it's similar to how a fireman or soldier spends alot of time "doing nothing", in others it's a form of early retirement. rpl
