Temporally speaking it's a buzzword most commonly used by groups that contain the words "Rights" or "Equality" in the breastle; such groups are formed because either:

a) there is a percieved imbalance that may need adjustment; or b) the rape and pillage of an establishment; or most commonly c) all of the above

That's the "prejudicial notion" you're referring to. But let's try your example of a dept A employee being "empowered" by his supervisor to get something out of another department, B.

The power (as I've noted) does not emanate from the dept A boss and cannot be transferred to the dept A employee. The power resides with the dept B boss (or depending on the subject matter, further up the line; the boss of both dept A and dept B).

In reality the word "empowerment" can topically be boiled down to "job description". If by some stroke of genius you're trying to say "the supervisor should be telling the employee what job they're doing"...

Your contention that praise and extra rewards should be given for a job that is done satisfactorily is ludicrous. It's what the employees are getting paid for.

I'm not objecting to a project manager saying "good job, kids" and buying lunch after a project is completed if "good job" is used in a review sense and lunch simply a bit of largesse.
