This was that brown book stuff. And it was cost center business (which was two to three management levels higher than we were) which had to be done no matter what the work was. Sure it should. But that isn't how it works if the company is large and has 10 layers or more of middle management. It is like steering an oil tanker. Takes five years for changing directions to trickle down to the people who do the work. This is what Lynn Wheeler talks about when he mentions Boyd.
