Bullpoo. Early in my DoD career I delivered a solution which saved over $100M the first year it was in production. I was almost fired for doing that. The same thing happened later on when I delivered a critical scientific solution at the NIH. My head was on the chopping block, and the only thing which saved me was a letter of commendation from the PI at the insbreastution who originally developed the software. Suddenly I went from pink slip to much touted employee of the month with a plaque on the wall.

Bullpoo. Those people know exactly what they're doing. They're playing the system for their own benefit. They aren't bored at all. You make the mistake of buttuming that these people WANT to produce productive work. They don't care. They just want to suck up and get rich. They don't want to learn.
These are the same people who exploit welfare as an occupation and flash their gold jewelry. They are weeds in the garden. Unfortunately, eliminating them requires not only the insight to recognize them, it also is unpleasant, because they also are talented politicians, and they will often make it harder to remove them than it's worth. They are social parasites.
