I always thought of this as knowing when to break the rules.

This may be personal styles or it could be our different levels of authority. I had none officially so info gathering was not "authorized" formally. (I'm expressing this badly again.)

However, I think a huge part of mess prevention is to be able to take tidbits of unrelated info and be able to extrapolate consequences. Then reverse-engineer the processes to figure out which teensy, tiny little tweak will 1. prevent the mess and 2. not create bigger messes. In order to do this work effectively requires the mess preventor to not have managarial powers. People have a tendency to do what the boss says no matter the consequences. So any body trying to prevent messes have to be either a grunt or an outsider.

IOW, not 100% instant gratification experience.
