Sure. Most of my readings define the "decline" as the perceived loss of power, a.k.a. direct political and economic control, in transforming territories to self-sufficient and self-determinating nations.

Was there a difference in mess cleanup work if a country had been occurpied? I know that, at first reading, this sounds like a stupid question and it may well be one. But there has to be a limit to this coasting. All axles need to be regreased. If the newhires aren't getting trained (which will not happen if the biz is on autopilot), the whole thing deteriorates within 10 years by attrition, boredom, deliberate destruction, etc.
