Most of the Hitler's heads were in a feeding frenzy to gain everybody's wealth. It's the one thing that struck me throughout The Rise and Fall.... Sure. There is a sanity check in place. However, if you get a large population of middle clbutt, the tendency is to let "other people" deal with government, political, and social issues. They're too busy to notice the hints that something is going wrong. They only begin to pay attention when a mess is laying out on the floor and has to be cleaned up. They had relied on "The Government" to do the work I call mess prevention. A society with a large middle clbutt lets people, who have nothing better to do, run the stuff of government. Within one generation, the middle clbutt has lost the knowledge of how to self-govern. They rely on other people to tell them how they should vote, think, and spend their money. Nope. The collusions happen within each sector. Sectors don't usually combine unless these business properties are owned by one enbreastiy (usually government).
It's how people act. I've seen no exception. Why do think we yak about PHBs? It's a common phenomena when there are too many layers of middle management.
