Backmail is "if you DON'T do x; I'll DO y" e.g. If you don't give me that bar of chocolate, I'll rip the petals off this innocent daisy. A blackmailer would take the chocolate and make a run for it. A diplomat could take the chocolate and trample on the daisy, maintaining the agreement. :-)
