I challenge you to identify any culture whose ultimate aim doesn't embrace a peaceful existence.
The only way to be sure that you don't-won't have any dissidents is to kill everybody. Not a practical plan.
Extremism isn't a culture. It's a mental illness. If nobody listens to them, they become "harmless". OTOH, if you have millions who are ready...
