And? Read Blix's report on cooperation on process vs cooperation on substance... His main issue was with the inspectors being inspectors and not detectives. They had no facilities to investigate the reasons for the shortfalls in the accounting. His main issue was with a lack of "active cooperation" to provide confidence that Iraq could account for all weapons.

It's very difficult to justify a war on the basis of poor book-keeping and lack of active cooperation.
